Thains of the Shire
In the peace that followed the end of the Northern Kingdom of
Arthedain the Shire-folk ruled themselves and prospered. They chose a Thain to take the place of the King, and were content; though for a long time many still looked for the return of the King. But at last that hope was forgotten, and remained only in the saying "When the King comes back", used of some good that could not be achieved, or of some evil that could not be amended. The first Shirethain was one
Bucca of the Marish, from whom the
Oldbucks claimed descent. He became Thain in 379 of our reckoning (1979).

Tom Bombadil
"Old Tom Bombadil was a merry fellow,
Bright blue his jacket was and his boots were yellow."
There is no final conclusion yet on who Tom Bombadil really is, although there have been several explanations. He is called eldest and fatherless, and he himself points out that he had been around even before the first raindrop and before
Melkor had entered into
Arda. For this last point it must be supposed that he is either one of the

Valar with their following
Maiar were still dwelling on
Almaren and no other race had yet come to life.
